Skin created as an example for a tech talk on how to make a skin (on youtube somewhere) in 2015. Design generally based on Winter (prototype is gone, but documentation still exists on mw.org). Resurged in 2017 due to Paladox saying it should be deployed on wikimedia.
Deployment currently blocked by i18n team, who refuse to review or respond on blocking patch.
Grant proposal to finish development and do proper UX research around skinning in general happened and was declined due to excessive cost (on meta somewhere). Some notes.
